Marker says this would be the first of its kind in this area. He says it’s been done in places like California and Europe, and has been successful.
He says as of now the only next step is to review the data from the study.

Survey Looks for Gaps in Bike/Pedestrian Access

Allegheny Active is turning to commuters, walkers, bicyclists and those with disabilities to learn where intersections, sidewalks and paths need to be improved so people can reach their destinations with ease. The survey will help identify areas that are dangerous, where bike lanes are needed and trails need to be extended to help people get where they are going without having to drive. Lynn Heckman, Assistant Director of the County Transportation Initiative says lots of spots come to mind when it comes to gaps in access. "For instance, on the West Busway in Carnegie there's a wonderful trail which can also be used as a commuter bike way to get to Carnegie, but it ends in Collier Township in Walker's Mill. A three mile extension to that trail would help people in McDonald, Rennerdale–all those types of places–get to the bus station with their bikes."

The results of the survey will be prioritized and will become a part of the transportation section of the county's comprehensive plan. Heckman says implementation can be done by the state, county, city or local municipalities and the prioritized list will show what areas are most critical. The survey can be found through their website, ActiveAllegheny.com. It will be posted until July 23.

PCC Gets 10 More Years

Among the bills passed and signed in the waning minutes of the 2009-2010 fiscal year was a bill that reauthorizes the Pennsylvania Conservation Corps (PCC) for another 10-years. Exact details of the appropriations for the corps are still being ironed out but last year the state allocated more than $6.2 million for the program. The PCC is administered by the Pennsylvania Department of Labor & Industry. Spokesperson Sarah Cassin says 120 crewmembers and crew leaders will be working on 43 projects in 35 counties this year. Crewmembers are paid $7.25 an hour and Cassin says many will have access to skills training in carpentry, landscaping and masonry. They are also offered “outsource training” that Cassin says can include everything from life skills training and help in obtaining a GED to college credits. Most participants hail from rural areas of the state but the program is open to any Pennsylvanian between the ages of 18 and 25. The Department of Labor & industry says since 1984, the PCC has worked in all 67 counties, completing nearly 1,400 projects in urban, suburban and rural areas using 15,000 participants. That includes the improvement of 107 miles of streams, 7,100 acres of wildlife habitat and 23,000 acres of forest lands; the construction or renovation of 700 picnic areas, 721 cabins and lodges and more than 10,100 miles of trails; the rehabilitation of 387 historical buildings; and the planting of more than one million seedlings and trees. Cassin says that makes the PCC one of the nation's largest statewide conservation corps. Cassin says nearly a third of all corpsmembers land jobs immediately after leaving the PCC.

Whitewater Valve in Place at Quemahoning

The Cambria Somerset Authority has finished installation of the 48-inch valve under the dam that holds back the Quemahoning Reservoir. The plan is to be able to release water every other weekend from April thorough October to turn the Stonycreek River into a whitewater playground. Authority Operations Manager Earl Waddell says they will be testing the valve without water for the next few weeks and then will begin testing with water. He says before any releases are made the river will be checked to make sure there are no boaters or fishers caught unaware. The valve will be able to release up to 500 cubic feet per second when it is fully operational. Waddell says they will be able to make the releases as long at the water does not fall more than a foot below the spillway. The Authority is still waiting for final approval from the Pennsylvania Department of Environmental Protection to allow the releases. Waddell says it will probable be next spring before they can make regular release but if all goes well there could be some whitewater releases this fall. Construction on the $865,000 project began about a year ago. Planning has been under way for more than a decade. Waddell says if you are standing under the dam the only thing you will notice is improvements to the riverbed immediately below the dam. He says it has been widened and more rock as been added to help deal with the flow.

Regatta Promises Fun for the Fourth

It’s business as usual this year for the Three Rivers Regatta, as Pittsburgh’s official Independence Day celebration will bring music, fireworks and stunts to the city for the 33rd year in a row.

In addition to the customary speedboat races, this year’s event features the Red Bull Air Force’s aerial acrobatics show. Parachutist Miles Daisher says the RBAF will do what’s called “super swooping.”

“Which is diving our canopies at the ground, and we’ll build up speeds across the ground of up to 70 miles an hour. Usually we’re doing about 50 to 70 miles an hour when we come swooping in, and we’ll have smoke on our feet, skydivers’ smoke, when we’re coming in, so we’ll be easy to spot.”

Music acts visiting Pittsburgh for the July 3-4 regatta include country star Craig Morgan and the “GetBack! Cast of BEATLEMANIA” tribute band.

The Regatta will also host a bass fishing tournament, a Frisbee-catching dog show, dragon boat races, balloon artists, a pizza-eating contest and, of course, the ever-popular “Anything That Floats” competition. All programs are free of charge.

Heritage Trail Section Closed

A one-and-a-half-mile section of riverfront trail is closed this morning as crews do work on replacing a water pumping station on Becks Run Road. The Three Rivers Heritage Trail will remain closed from just up river from the Steelers’ practice facility to the dead end near the Glenwood Bridge until Friday at 4:30 when it will reopen for the weekend. It will then close again Monday morning. Friends of the Riverfront Executive Director Thomas Baxter says the work will continue with that schedule for several months. The work is being done by Pennsylvania American Water Company. About 150 people use the section of trail every day and Baxter says it spikes on the weekends. “This section of trail currently is a dead end trail so we hope the inconvenience will not be too bad for trial users,” says Baxter, “We worked really hard with PA American Water to ensure they did the project now, before the completion of the Great Allegheny Passage. The amount of traffic on that trail segment will be significantly lower now than it will be in a few years.” As part of the agreement with Friends of the Riverfront, Pennsylvania American Water must repair any damage done to the section of trail. “We worked on a license and maintenance agreement along with the access agreement to make sure that they understood all the native plantings that are there, the trail surface, what people expect and how to put it back just as it was if not better,” says Baxter.
